Conor Breen is the Policy Officer – Research Translation at CARDI. He graduated in law from University College Dublin and has previously worked for the Education Directorate at the Organisation for Economic Co-operation and Development in Paris. He then moved to London to manage the research function at PR agency The Communication Group and also worked as Senior Researcher at the National Association of Pension Funds. Phil Morgan was Chief Executive of TPAS (England) for 10 years and developed the concept of tenant scrutiny. He then became Executive Director of Tenant Services at the Social Housing Regulator and cowrote the Regulatory Framework including the requirements on tenant scrutiny and involvement. Phil is currently an independent consultant, commentator and speaker.
Pat has been Director of NEA NI for eight years. She has worked with Government sitting on the previous Fuel Poverty Advisory Group and the now Cross Sectorial Fuel Poverty Partnership Group where she chairs the Affordable Warmth Thematic Action Group. Since 1997, Ricky Rowledge has been Director of the Council for the Homeless (NI), the sole umbrella body representing homelessness agencies throughout NI. She currently sits on a number of policy and practice working groups including the Northern Ireland Homelessness Strategy Steering Group, and the Promoting Social Inclusion working group on homelessness.
